Regulatory or Utility Requirements

Because of the relatively straightforward nature of small-scale renewable interconnections, and in order to encourage consumers to invest in renewables, regulators in Washington and Oregon have developed model interconnection standards for utilities that they regulate.

The National Association of Regulatory Utility Officials (NARUC) developed a model interconnection agreement in 2003 for smaller distributed generation resources.

Publicly owned utilities, which are not regulated in Oregon or Washington, are free to set their own interconnection standards. However, many have adopted standards similar to the ones developed by regulators. The National Rural Electric Cooperative Association has a set of guidelines and tools that they term a Distributed Generation Toolkit that can help utilities and developers work out interconnection issues, visit NRECA's website for more details.
